Planning Board Vacancy

As required by MGL Chapter 41, Section 10 and 11, there exists one (1) vacancy on the Groton Planning Board.  The appointment to fill the said vacancy shall be in a joint session with the Select Board and the remaining Planning Board Members at a Select Board Meeting to be held on Monday, July 1, 2019, at 7:15 PM in the Second Floor Meeting Room of the Groton Town Hall.   

All interested individuals shall complete a Committee Interest Form by 1:00 PM on Friday, June 21, 2019 and submit said form to the Office of the Town Manager, Groton Town Hall, 173 Main Street, Groton.  Committee Interest Forms can be found at the Select Board’s Office on the second floor of the Groton Town Hall, or on the Town’s website: www.grotonma.gov. The Planning Board will conduct initial interviews at their regular meeting on Thursday, June 27, 2019 at 7:30 PM.

PUBLIC NOTICE OF ENVIRONMENTAL REVIEW

PROJECT: 11,255.220 kw ground mounted solar PV electric generating system_ 

LOCATION: 0 Pleasant Street Dunstable, MA

PROPONENT: Borrego Solar Systems, Inc 

The undersigned is submitting an Environmental Notification Form (“ENF”) to the Secretary of Energy & Environmental Affairs on or before June 5, 2019.

This will initiate review of the above project pursuant to the Massachusetts Environmental Policy Act (“MEPA”, M.G.L. c. 30, s.s. 61-62I). Copies of the ENF may be obtained from:

Copies of the ENF are also being sent to the Conservation Commission and Planning Board of Dunstable where they may be inspected. 

The Secretary of Energy & Environmental Affairs will publish notice of the ENF in the Environmental Monitor, will receive public comments on the project for 20 days, and will then decide, within ten days, if an environmental Impact Report is needed. A site visit and consultation session on the project may also be scheduled. All persons wishing to comment on the project, or to be notified of a site visit or consultation session, should write to the Secretary of Energy & Environmental Affairs, 100 Cambridge St., Suite 900, Boston, Massachusetts 02114, Attention: MEPA Office, referencing the above project.

   In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, June 11, 2019 at 6:30 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Request for Determination of Applicability (RDA) filed by G. Paul Markham for the removal of two trees at 116 Shelters Road (Assessor’s Parcel 132-1).  

   Copies of the RDA are on file in the Conservation Commission office at Town Hall.

   In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a public meeting on Tuesday, June 11, 2019 at 6:45 p.m., in the Groton Town Hall, 2nd Floor meeting room.  The purpose is to consider a Request for Determination of Applicability (RDA) filed by Laurence Hurley and Cathy Berse-Hurley for the renovation of an existing driveway at 315 Lost Lake Drive (Assessor’s Parcel 129-44).

PUBLIC HEARING NOTICE

   The Dunstable Conservation Commission will hold a Public Hearing on Monday, June 10, 2019 at the lower level - Dunstable Town Hall, 511 Main Street, 6:40pm, to consider an Abbreviated Notice of Resource Area Delineation (ANRAD) filed by Leo Dumont for property owned by Leo Dumont, Stephen Dumont and Kevin Dumont and located at 39 Lowell Street, Maps: 17-4-1, 17-6-0, 17-6-1 and 17-13-0 to confirm wetland boundaries delineated on the property and shown on accompanying plans. This is a joint hearing under the requirements of MGL Ch. 131 §40 (as amended) and the Town of Dunstable Wetlands Protection Bylaw (as amended).  Plans are available on file in the Commission office in the Town Hall.

TOWN OF GROTON PUBLIC AUCTION

In accordance with Chapter 30B, Section 15 of the Massachusetts General Laws, notice is hereby given that the Town of Groton will hold a public auction of surplus vehicles and miscellaneous items at 1:00 PM on Monday, June 3, 2019 at the Groton Town Hall, Second Floor Meeting Room, 173 Main Street, Groton, MA 01450.  The vehicles and miscellaneous items to be auctioned include a 1989 Pierce Dash Fire Engine, 2000 International Dump Truck, 1998 Mack 600, Karavan Trailer, 14’ yellow kayak, 12’ red canoe and 10 assorted style bicycles. A complete list with additional details can be obtained in the Office of the Town Manager, Groton Town Hall 173 Main Street, Groton, MA. Terms of sale: The vehicles and miscellaneous items are to be sold as is without warranty expressed or implied, and may have minimum bid prices set.  The vehicles and miscellaneous items may be inspected by appointment only by contacting Dawn Dunbar at 978-448-1111.  The Town of Groton will accept bids for the purchase of two (2) current model year Ford Police Interceptor Utility AWD vehicles as described in the available specifications.  Sealed bids will be accepted at the Groton Police Department, 99 Pleasant Street, Groton, MA 01450 until Monday, June 24, 2019 at 1:00 p.m. at which time they shall be publicly opened.  The Town reserves the right to accept or reject any/all bids and to waive informalities if deemed in the Town’s best interest to do so.  The Town Manager or his designee is the awarding authority for this purchase.

Bidder must:

submit a detailed listing of all product support that is offered.  i.e. training, service support and defective merchandise policy. 

provide three references for whom a like quality product has been provided within the last 3 years.  The reference must be a current customer for similar products (police vehicles).

be a manufacturer’s authorized distributor for the product offered.  (Attach copies of certifications)

provide manufacturer’s literature for the product for which the bid has been submitted.  

submit either, the Vehicle Identification Number, or the order number and production date for the unit offered, this is to document bidder’s ability to meet the requirement of delivery within 30 days after receipt of order.

Stormwater Management Permit

In accordance with the provisions of Chapter 198 of the Code of Groton, the Earth Removal Stormwater Advisory Committee will hold a public hearing on Tuesday, June 4, 2019, at 7:00 PM in the Town Hall to consider the application for a Stormwater Management Permit Modification submitted by 128 Main Street, LLC, for construction of a new parking lot and installation of a new drainage system as shown on the plan entitled, “Site Plan in Groton, Mass. Prepared for 128 Main Street, LLC, ” prepared by David E. Ross Associates, , dated May 1, 2019.  The proposed project will be located at 128 Main Street, Assessors’ Map 113, Parcel 10, on the easterly side of Main Street. 

Copies of the application and plans are on file in the Town Hall.
