In accordance with the Massachusetts Wetlands Protection Act, M.G.L Ch. 131, Sec. 40 and the Groton Wetlands Protection Bylaw, the Groton Conservation Commission will hold a virtual public meeting on Tuesday, May 10, 2022 at 6:30 p.m. The meeting will be held on Zoom to consider a Request for Determination of Applicability (RDA) filed by Mark Davis for the enclosing of an existing deck 53 Island Road (Groton Assessor’s Parcel 131-39). Groton RFP for Study, Design and Permitting for Broadmeadow Road/James Brook Crossing

LEGAL NOTICE
TOWN OF GROTON
Request for Proposals
The Town Manager of the Town of Groton, Massachusetts is seeking proposals for a Study, Design and Permitting that will lead to a solution to address the Broadmeadow Road/James Brook crossing and improvements to the connection along the old railroad bed/current rail trail to the properties being revitalized at the end of Station Avenue and Court Street. Funding for this work will come from American Rescue Plan Act Funds provided to the Town of Groton through a Federal Grant.
     Minimum requirements for this work include previous experience in engineering/design of roadway improvements, traffic and pedestrian safety, and flooding mitigation. Proposals will be accepted from individuals, firms, or groups of firms with the demonstrated expertise and experience in these areas of practice.
     All interested persons should contact Mark Haddad, Town Manager, between the hours of 8:00 a.m. and 4:00 p.m., Monday through Thursday at 978-448-1111,  or mhaddad@gro- tonma.gov to request the RFP packet or additional information as needed. Proposals must be re- ceived in the Office of the Town Manager, Groton Town Hall, 173 Main Street, Groton, MA no later than 10:00 a.m. on Friday, May 20, 2022.
     The Town of Groton reserves the right to waive any informalities in bids, and to reject any and all bids if it is deemed to be in the best interest of the town.

2022, at 7:00 PM to consider the application submitted by Mark Haddad of the Florence Roche Elementary School Building Committee under the provisions of Groton Zoning By-law Section 218-2.5 Site Plan Review. The application for Major Site Plan Review, Phase 2, includes the proposed 109,855 gross square foot (GSF) 2-story Florence Roche Elementary School, demolition of the existing school, and associated site improvements. The proposed project is shown on the plans entitled, “Major Site Plan Review, Phase 2, Florence Roche Elementary School” prepared by Samiotes Consultants and dated April 14, 2022. Seasonal Water Main Flushing

NOTICE GROTON WATER DEPARTMENT
SEASONAL WATER MAIN FLUSHING
The Groton Water Department will begin its annual flushing of the water distribution system on Tuesday, April 19th thru Friday, May 10th, 2022. All water main flushing occurs during the daytime only. We anticipate the flushing program will take ap- proximately three weeks to complete. You will experience discolored water during the flushing effort and we apologize for this inconvenience.
     In the event that you experience a prolonged period of discolored water, run numerous cold water taps for 5 to 10 minutes or until it clears up.
     This is the time to thoroughly flush your hot water tank.
     The water distribution system flushing program is subject to change without notice and the dates listed below are approximate only! Please be sure to call our offices between the hours of 8:00 A.M. to 3:00 P.M. for the most up to date location of the Flushing Program or check our web site at www.grotonwater.org
• Area 1
     - April 19th, 20th & 21st: Martins Pond Road, Schoolhouse Road, Hemlock Park Drive, Orchard Lane, Chestnut Hill Road; 
     - April 20th and 21st: Hollis Street, Champney Street, Middle School Complex, Main Street, Lowell Road, Lost Lake Drive, Deerfield Drive.

Sewer Commission Approves Rate Increases for Center and Four Corners Districts

NOTICE OF SEWER RATE INCREASE
After a duly posted Public Hearing on March 4th and continued on March 11th, 2022 the Sewer Commission voted the following sewer rate/fee increases to the Center Sewer District and the Four Corner Sewer District. For the Groton Center Sewer District, the Commission voted to incorporate a quarterly Capital Charge of $22.00 per Residential Customers, a quarterly Capital Charge of $30.00 for Small Commercial Users and a quarterly Capital Charge $47.00 for Large Commercial Users to be used for the Pepperell Wastewater Treatment Plant Upgrade.
     In addition, the Commission voted the following increases to sewer rates for: Tier #1 to $8.86 per unit for units 0-15; Tier #2 - $18.55 per unit for sewer units 16-30; Tier #3 – $20.41 per unit for sewer units 31-45; and for Tier #4 - $22.46 per unit for all units greater than 46 units. The Minimum sewerage Usage Fee shall be $8.86. The Connection Fee is now $7,500.00 per Equivalent Residential Unit. The new sewer rate /fees shall become effective as of April 1st, 2022.
     For the Four Corners Sewer District, the Commission voted the following increases to sewer rates for: Tier #1 to $12.69 per unit for units 0-15; Tier #2 - $17.71 per unit for sewer units 16-30; Tier #3 – $19.49 per unit for sewer units 31-45; and for Tier #4 - $21.44 per unit for all units greater than 46 units. The Minimum sewerage Usage Fee shall be $12.69.
     The new sewer rate/fees shall become effective as of April 1st, 2022.

Chapter 40A, §§ 5 and 11, the Groton Planning Board will hold a virtual public hearing via Zoom on Thursday, April 28, 2022, at 7:00 PM, to consider an amendment to the Groton Zoning Bylaw, Chapter 218, as proposed by a Citizens’ Petition submitted by Jeffrey Brem. The proposed amendment would change the definition of Age-Restricted Housing in Section 218-3 by reducing the percentage of affordable housing required in a development that utilizes the provisions of the Age-Restricted Housing Bylaw, Section 218-9.3B.
