TOWN OF GROTON

Request for Proposals

The Town Manager of the Town of Groton, Massachusetts is seeking proposals for the Design, Bidding, Permitting and Construction Management Services for an emergency water main extension to the Groton-Dunstable Regional High School. Funding for this work will come from American Rescue Plan Act Funds provided to the Town of Groton through a Federal Grant.  

Minimum requirements for this work include previous experience in engineering/design of water main improvement projects. Proposals will be accepted from individuals, firms, or groups of firms with the demonstrated expertise and experience in these areas of practice.

All interested persons should contact Mark Haddad, Town Manager, between the hours of 8:00 a.m. and 4:00 p.m., Monday through Thursday at 978-448-1111 or mhaddad@grotonma.gov to request the RFP packet or additional information as needed.  Persons/firms that intend to submit a proposal should send notification of intent to the Town of Groton with the firm’s name and contact information in case of addenda or other changes. 

Proposals must be received in the Office of the Town Manager, Groton Town Hall, 173 Main Street, Groton, MA No later than 10:00 a.m. on Thursday, February 2nd, 2023.

PUBLIC HEARING

   The Groton Community Preservation Committee (CPC) will hold a Public Hearing on Monday, January 23, 2023 at 7:00 PM at the Groton Town Hall to receive public comments on newly submitted Community Preservation Act proposals.  The CPC is seeking input from the public before making its decision on which of the proposals (if any) to recommend to Town Meeting for funding.  A positive recommendation by the CPC will send a proposal to the 2023 Annual Spring Town Meeting where voters will decide whether or not to fund the project from the Town’s Community Preservation Fund. Copies of the complete draft proposals are available by email request to CommunityPreservation@grotonma.gov.

Definitive Subdivision & Flexible Development Plan

Pepperell Road (Assessors’ Parcels 104-30 & 212-13)

   In accordance with the provisions of Chapter 40A, §§ 9 and 11, M. G. L., and the Code of the Town of Groton, Chapter 218, the Groton Planning Board will hold a virtual public hearing via Zoom on Thursday, January 26, 2023, at 7:15 PM to consider the application submitted by Maple Avenue Realty Trust (Robert P. Kiley, Trustee) for approval of a Definitive Subdivision Plan and Special Permit under the provisions of Groton Zoning Bylaw Section 218-9.1 Flexible Development. The proposed Flexible Development subdivision is located east of Pepperell Road on Groton Assessors’ Parcels 104-30 and 212-13 and consists of nine (9) lots as shown on the plan entitled, “Definitive Subdivision & Flexible Development Plan, Groton, MA – Hayes Woods” prepared by Dillis & Roy Civil Design Group, dated December 12, 2022.    The Town of Groton Town Manager, in conjunction with DPW Director, Land Use Director/Town Planner, Conservation Administrator and Stormwater Inspector, will conduct a Public Hearing on Wednesday, January 11, 2023 at 7:00 p.m. at the Center, 163 West Main Street, West Groton, MA to receive public input on various proposals to improve Broadmeadow Road. The Town’s Consultant, Environmental Partners, will present various options to improve Broadmeadow Road. The public is encouraged to attend to provide feedback on the various proposals.
