   Pursuant to the Massachusetts Wetlands Protection Act and the Townsend Wetlands Bylaw, the Townsend Conservation Commission will hold a work session on Wednesday, February 22, 2023 during their 7:00pm meeting. The session will be held virtually via Zoom meeting and in person at Town Hall, on a Request for Determination of Applicability filed with the Conservation Commission by Evgenia Makkas. The property is located at 100 Warren Road (Assessor’s Map 32, Parcel 38, Lot 4). 

   The application filed is for a second driveway installation within 100 feet of a bordering vegetated wetland and within the Riverfront Area. This second driveway has been installed to address safety concerns.

The Town of Townsend (“Town”), through the Board of Selectmen and the Board of Water Commissioners (“Boards”), requests qualifications from qualified firms for Owner’s Project Manager (“OPM”) services for the final design, procurement, and construction of a new water treatment plant. OPM services will commence immediately after contract award. ADVERTISEMENT FOR CONTRACTOR PREQUALIFICATION HARBOR TRACE PFAS WATER TREATMENT PLANT

   Statement of Qualifications (SOQ) Forms for General Contractor and Subcontractor Prequalification for the Harbor Trace PFAS Water Treatment Plant Project in Townsend, Massachusetts will be received at the office of the Townsend Water Department, 540 Main Street, Townsend, Massachusetts 01474, until 2:00 p.m., Local Time, Thursday, January 5, 2023, at which time all SOQs will be privately opened. The Statement of Qualifications will not be opened publicly. 

   This Request for Qualifications (RFQ) is the first step of a two-phase bidding process as required by M.G.L. Chapter 149, Section 44D1⁄2 and Section 44D3⁄4 for building contracts estimated to cost $10 million or more. The estimated construction cost of the project is $11.9M. The Townsend Water Department’s Prequalification Committee will consist of representatives from the Water Department and the project’s consulting engineering firm of Tighe & Bond. The committee will evaluate the Statement of Qualifications using the criteria contained in the RFQ and prequalify those General Contractors and Subcontractors meeting a minimum RFQ criterion score. Following prequalification, the Townsend Water Department will invite the prequalified respondents to submit General Bids and Filed Sub-Bids for the Harbor Trace PFAS Water Treatment Plant Project. General Bidders must be DCAMM certified in “Sewage and Water Treatment Plants”. Filed Sub-Bidders must be DCAMM certified for the category of work for which they are submitting a bid. 

   The work consists of construction of a new 1.7 MGD water treatment plant within a 10,500 s.f. masonry building that will contain filtration equipment, process piping, chemical feed systems, office/administration space, and indoor parking space. The treatment plant will remove PFAS from three well sources to produce treated drinking water. The work includes, but is not limited to, excavation and backfill, site utilities, concrete and masonry building construction, process piping, chemical feed systems, HVAC, plumbing, electrical systems, and instrumentation and controls. Construction is expected to begin in May 2023. The project shall be substantially completed within 600 calendar days following the Notice to Proceed. Filed sub-bid categories include: Masonry, Miscellaneous Metals, Waterproofing and Sealants, Roofing and Flashing, Metal Windows, Acoustical Tile, Painting, Fire Protection, Plumbing, HVAC, and Electrical. 

   The RFQ will be available to download at http://www.tighebond.com/Projects_Out_to_Bid.php on November 16, 2022. RFQ packages will be mailed to General Contractors and Subcontractors upon request. A non-mandatory RFQ Informational Meeting will be held virtually on Wednesday, December 7, 2022 at 10:00 a.m. Details for access to the meeting will be provided prior to that date. 

   The successful respondent must be able to obtain bonding for the full construction cost. Disadvantage Business Enterprise (DBE) goals may be applicable on this project. The minimum goals for this project are 4.2% D/MBE participation and 4.5% D/WBE participation by certified DBE firms.    The work for the Main Street and Cross Street Generator project consists of the following work at each pump station location:

   Base Bid: Main Street Pump Station: Install a new 150 kW natural gas fueled generator, ATS, and associated electrical work. Work includes but is not limited tothe generator pad and natural gas fuel piping and appurtenances.

   Add Alternate No. 1: Cross Street Pump Station: Install a new 60 kW propane fueled generator, ATS, and associated electrical work. Work includes but is not limited to the generator pad and propane fuel piping and appurtenances.

   All Bids for this project are subject to the provisions of Massachusetts General Laws Chapter 149, Section 44A - 44J inclusive amended.
